九月的北京，金風(fēng)送爽，秋色怡人。
September has just set in Beijing, bringing with it refreshing breeze and picturesque autumn scenery.
在這美好的季節(jié)，中非友好大家庭的新老朋友們?cè)俅蜗嗑?，共?018年中非合作論壇北京峰會(huì)盛舉，我們感到十分高興。
And we are so delighted to have all of you with us, friends both old and new, in this lovely season for the reunion of the China-Africa big family at the 2018 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC).
首先，我謹(jǐn)代表中國政府和中國人民，并以我個(gè)人的名義，對(duì)各位同事和嘉賓的到來表示熱烈的歡迎！
I wish to extend, on behalf of the Chinese government and people and in my own name, a very warm welcome to all of you, dear colleagues and guests.
我也愿通過你們，向兄弟的非洲人民轉(zhuǎn)達(dá)中國人民的誠摯問候和良好祝愿！
I also wish to extend, through you, the best regards and cordial greetings of the Chinese people to the brotherly people of Africa.
我要特別提到的是，自約翰內(nèi)斯堡峰會(huì)以來，中非合作論壇相繼增加了岡比亞、圣多美和普林西比、布基納法索3名新成員。
I wish to mention in particular that since the Johannesburg Summit, FOCAC has had three new members, namely, the Gambia, Sao Tome and Principe and Burkina Faso.
今天，巴羅總統(tǒng)、特羅瓦達(dá)總理、卡博雷總統(tǒng)分別率領(lǐng)三國代表團(tuán)出席北京峰會(huì)，
Today, we are joined by President Barrow, Prime Minister Trovoada and President Kabore and their delegations.

Dear Colleagues, Ladies and Gentlemen,
一個(gè)多月前，我以中國國家主席身份第四次訪問了非洲，這也是我本人第九次踏上非洲這片熱土。
Over a month ago, I paid my fourth visit to Africa as the Chinese President, which was also my ninth visit to this land of great promise.
訪問期間，我再次目睹了非洲大地富饒美麗，非洲發(fā)展充滿生機(jī)，非洲人民渴望幸福生活。
During the last visit, I once again saw an Africa that is beautiful and richly endowed, that is full of dynamism in development, and I learned about first-hand the African people's ardent hope for a better future.
我也更加堅(jiān)定了這樣的信念：非洲發(fā)展不可限量，非洲未來充滿希望，中非友好合作前景廣闊，中非全面戰(zhàn)略合作伙伴關(guān)系發(fā)展大有可為！
I concluded the visit even more convinced that Africa's development has great potential, that this great continent is full of hope, that China-Africa friendship and cooperation have broad vistas, and that China and Africa can forge an even stronger comprehensive strategic and cooperative partnership!
“根之茂者其實(shí)遂，膏之沃者其光曄?！?
As an ancient Chinese scholar once observed, "Only with deep roots can a tree yield rich fruit; only filled with oil can a lamp burn brightly."
歷史有其規(guī)律和邏輯。
History follows its own rules and logic.
中非雙方基于相似遭遇和共同使命，在過去的歲月里同心同向、守望相助，
With similar fate in the past and a common mission, China and Africa have extended sympathy to and helped each other throughout all the years.
走出了一條特色鮮明的合作共贏之路。
Together, we have embarked on a distinctive path of win-win cooperation.
在這條道路上，中國始終秉持真實(shí)親誠理念和正確義利觀，
Marching on this path, China has followed the principle of sincerity, real results, amity and good faith and the principle of pursuing the greater good and shared interests.
同非洲各國團(tuán)結(jié)一心、同舟共濟(jì)、攜手前進(jìn)。
China has stood with African countries. Together, we have worked in unity and forged ahead.
——中國在合作中堅(jiān)持真誠友好、平等相待。
-- China values sincerity, friendship and equality in pursuing cooperation.
13億多中國人民始終同12億多非洲人民同呼吸、共命運(yùn)，始終尊重非洲、熱愛非洲、支持非洲，
The over 1.3 billion Chinese people have been with the over 1.2 billion African people in pursuing a shared future. We respect Africa, love Africa and support Africa.
堅(jiān)持做到“五不”，
We follow a "five-no" approach in our relations with Africa:
即：不干預(yù)非洲國家探索符合國情的發(fā)展道路，
no interference in African countries' pursuit of development paths that fit their national conditions;
不干涉非洲內(nèi)政，
no interference in African countries' internal affairs;
不把自己的意志強(qiáng)加于人，不在對(duì)非援助中附加任何政治條件，
no imposition of our will on African countries; no attachment of political strings to assistance to Africa;
不在對(duì)非投資融資中謀取政治私利。
and no seeking of selfish political gains in investment and financing cooperation with Africa.
中國希望各國都能在處理非洲事務(wù)時(shí)做到這“五不”。
We hope this "five-no" approach could apply to other countries as they deal with matters regarding Africa.
中國永遠(yuǎn)是非洲的好朋友、好伙伴、好兄弟。
For China, we are always Africa's good friend, good partner and good brother.
任何人都不能破壞中非人民的大團(tuán)結(jié)！
No one could undermine the great unity between the Chinese people and the African people.
——中國在合作中堅(jiān)持義利相兼、以義為先。
-- China pursues common interests and puts friendship first in pursuing cooperation.
中國相信中非合作的必由之路就是發(fā)揮各自優(yōu)勢(shì)，把中國發(fā)展同助力非洲發(fā)展緊密結(jié)合，實(shí)現(xiàn)合作共贏、共同發(fā)展。
China believes that the sure way to boost China-Africa cooperation is for both sides to leverage its respective strength; it is for China to complement Africa's development through its own growth, and it is for both China and Africa to pursue win-win cooperation and common development.
中國主張多予少取、先予后取、只予不取，
In doing so, China follows the principle of giving more and taking less, giving before taking and giving without asking for return.
張開懷抱歡迎非洲搭乘中國發(fā)展快車。
With open arms, we welcome African countries aboard the express train of China's development.
任何人都不能阻擋中非人民振興的步伐！
No one could hold back the Chinese people or the African people as we march toward rejuvenation.
——中國在合作中堅(jiān)持發(fā)展為民、務(wù)實(shí)高效。
-- China takes a people-oriented approach in pursuing practical cooperation with efficiency.
中國堅(jiān)持把中非人民利益放在首位，為中非人民福祉而推進(jìn)合作，讓合作成果惠及中非人民。
With top priority given to the interests of Chinese and African peoples, China advances its cooperation with Africa to improve the well-being of Chinese and African peoples and deliver more benefits to them.
凡是答應(yīng)非洲兄弟的事，就會(huì)盡心盡力辦好。
We will fully honor the promises we have made to our African brothers.
面對(duì)新形勢(shì)新挑戰(zhàn)，中國不斷完善機(jī)制、創(chuàng)新理念、拓展領(lǐng)域，提高合作質(zhì)量和水平，穩(wěn)步邁向更高水平。
Faced with new developments and challenges, China will continue to improve institution building, develop new ideas and expand areas of cooperation with Africa to bring our cooperation to greater heights.
中非合作好不好，只有中非人民最有發(fā)言權(quán)。
Ultimately, it is for the peoples of China and Africa to judge the performance of China-Africa cooperation.
任何人都不能以想象和臆測(cè)否定中非合作的顯著成就！
No one could deny the remarkable achievements made in China-Africa cooperation, not with their assumption or imagination.
——中國在合作中堅(jiān)持開放包容、兼收并蓄。
-- China takes an open and inclusive approach to cooperation.
中國始終認(rèn)為，非洲實(shí)現(xiàn)長治久安、發(fā)展振興，是非洲人民心愿，也是國際社會(huì)責(zé)任。
China is fully aware that long-term stability, security, development and invigoration for Africa is not only the longing of the African people; it is also the responsibility of the international community.
中國愿同國際合作伙伴一道，支持非洲和平與發(fā)展。
China stands ready to work with other international partners to support Africa in pursuing peace and development.
凡是對(duì)非洲有利的事情，我們都?xì)g迎、都支持，全世界都應(yīng)該盡力做、認(rèn)真做。
China welcomes and supports all initiatives that meet Africa's interests, and believes that it should be the same with the wider international community.
任何人都不能阻止和干擾國際社會(huì)支持非洲發(fā)展的積極行動(dòng)！
No one could stand in the way or obstruct international efforts to support Africa's development.

Dear Colleagues, Ladies and Gentlemen,
當(dāng)今世界正在經(jīng)歷百年未有之大變局。
Our world is undergoing profound changes unseen in a century:
世界多極化、經(jīng)濟(jì)全球化、社會(huì)信息化、文化多樣化深入發(fā)展，全球治理體系和國際秩序變革加速推進(jìn)，新興市場國家和發(fā)展中國家快速崛起，國際力量對(duì)比更趨均衡，
the surging trend toward multi-polarity, economic globalization, IT application and cultural diversity, accelerated transformation of the global governance system and international order, rapid rise of emerging markets and developing countries, and greater balance in global power configuration.
世界各國人民的命運(yùn)從未像今天這樣緊緊相連。
The well-being of people in all countries has never been so closely intertwined as it is today.
同時(shí)，我們也面臨前所未有的挑戰(zhàn)。
On the other hand, we also face challenges unseen before.
霸權(quán)主義、強(qiáng)權(quán)政治依然存在，保護(hù)主義、單邊主義不斷抬頭，戰(zhàn)亂恐襲、饑荒疫情此伏彼現(xiàn)，傳統(tǒng)安全和非傳統(tǒng)安全問題復(fù)雜交織。
Hegemony and power politics persist; protectionism and unilateralism are mounting; war, conflicts, terrorism, famine and epidemics continue to plague us; security challenges, both traditional and non-traditional, remain as complex and interwoven as ever.
我們堅(jiān)信，和平與發(fā)展是當(dāng)今時(shí)代的主題，也是時(shí)代的命題，
However, we are firm in our conviction that peace and development remain the underlying trend of our times. Indeed, they are the call of the times.
需要國際社會(huì)以團(tuán)結(jié)、智慧、勇氣，扛起歷史責(zé)任，解答時(shí)代命題，展現(xiàn)時(shí)代擔(dān)當(dāng)。
The international community should take our historical responsibility and respond to the call of our times with solidarity, vision, courage and a sense of mission.
——面對(duì)時(shí)代命題，中國把為人類作出新的更大貢獻(xiàn)作為自己的使命。
-- To respond to the call of the times, China takes it its mission to make new and even greater contribution to mankind.
中國愿同世界各國攜手構(gòu)建人類命運(yùn)共同體，發(fā)展全球伙伴關(guān)系，拓展友好合作，走出一條相互尊重、公平正義、合作共贏的國與國交往新路，
China will work with other countries to build a community with a shared future for mankind, forge partnerships across the world, enhance friendship and cooperation, and explore a new path of growing state-to-state relations based on mutual respect, fairness, justice and win-win cooperation.
讓世界更加和平安寧，讓人類生活更加幸福美好。
Our goal is to make the world a place of peace and stability and life happier and more fulfilling for all.
——面對(duì)時(shí)代命題，中國愿同國際合作伙伴共建“一帶一路”。
-- To respond to the call of the times, China is ready to jointly promote the Belt and Road Initiative with international partners.
我們要通過這個(gè)國際合作新平臺(tái)，增添共同發(fā)展新動(dòng)力，把“一帶一路”建設(shè)成為和平之路、繁榮之路、開放之路、綠色之路、創(chuàng)新之路、文明之路。
We hope to create new drivers to power common development through this new platform of international cooperation; and we hope to turn it into a road of peace, prosperity, openness, green development and innovation and a road that brings together different civilizations.
——面對(duì)時(shí)代命題，中國將積極參與全球治理，秉持共商共建共享全球治理觀。
-- To respond to the call of the times, China will get actively involved in global governance and stay committed to the vision of consultation, cooperation and benefit for all in global governance.
中國始終是世界和平的建設(shè)者、全球發(fā)展的貢獻(xiàn)者、國際秩序的維護(hù)者，
China has all along played its part in promoting world peace and development and upholding the international order.
支持?jǐn)U大發(fā)展中國家在國際事務(wù)中的代表性和發(fā)言權(quán)，支持補(bǔ)強(qiáng)全球治理體系中的南方短板，支持匯聚南南合作的力量，
We call for increasing the representation and voice of developing countries in international affairs and support efforts to strengthen the South, a weak link in the global governance system, as well as efforts to create synergy in South-South cooperation.
推動(dòng)全球治理體系更加平衡地反映大多數(shù)國家特別是發(fā)展中國家的意愿和利益。
We will continue the efforts to make the global governance system better represent the will and interests of the majority of countries, especially developing countries.
——面對(duì)時(shí)代命題，中國堅(jiān)定不移堅(jiān)持對(duì)外開放。
-- To respond to the call of the times, China will remain committed to opening-up.
面對(duì)世界經(jīng)濟(jì)增長的不穩(wěn)定性不確定性，中國堅(jiān)持走開放融通、合作共贏之路，堅(jiān)定維護(hù)開放型世界經(jīng)濟(jì)和多邊貿(mào)易體制，反對(duì)保護(hù)主義、單邊主義，
Facing uncertainty and unpredictability in global growth, China will continue to grow an open economy for win-win cooperation, and it will embrace an open world economy and the multilateral trading system and reject protectionism and unilateralism.
把自己囚于自我封閉的孤島沒有前途！
No one who keeps himself in isolation on a single island will have a future.
各位同事、女士們、先生們！
Dear Colleagues, Ladies and Gentlemen,
“海不辭水，故能成其大?！?
To quote a Chinese saying, "The ocean is vast because it rejects no rivers."
中國是世界上最大的發(fā)展中國家，非洲是發(fā)展中國家最集中的大陸，中非早已結(jié)成休戚與共的命運(yùn)共同體。
China, the world's largest developing country, and Africa, the continent with the largest number of developing countries, have long formed a community with a shared future.
我們?cè)竿侵奕嗣裥耐惶幭?、勁往一處使，共筑更加緊密的中非命運(yùn)共同體，為推動(dòng)構(gòu)建人類命運(yùn)共同體樹立典范。
Indeed, we share a common stake. China will work with Africa to achieve our shared goal of building a closer China-Africa community with a shared future and turn it into a pacesetter for building such a community for mankind.
第一，攜手打造責(zé)任共擔(dān)的中非命運(yùn)共同體。
First, let us build a China-Africa community with a shared future to assume our joint responsibility.
我們要擴(kuò)大各層級(jí)政治對(duì)話和政策溝通，加強(qiáng)在涉及彼此核心利益和重大關(guān)切問題上的相互理解和支持，密切在重大國際和地區(qū)問題上的協(xié)作配合，
We could increase political and policy dialogue at various levels, enhance mutual understanding and support on issues involving each other's core interests and major concerns, and boost coordination on major international and regional issues.
維護(hù)中非和廣大發(fā)展中國家共同利益。
Such efforts will enable us to uphold the common interests of China and Africa as well as other developing countries.
第二，攜手打造合作共贏的中非命運(yùn)共同體。
Second, let us build a China-Africa community with a shared future that pursues win-win cooperation.
我們要抓住中非發(fā)展戰(zhàn)略對(duì)接的機(jī)遇，用好共建“一帶一路”帶來的重大機(jī)遇，
We could both seize the opportunity created by the complementarity between our respective development strategies and the major opportunities presented by the Belt and Road Initiative.
把“一帶一路”建設(shè)同落實(shí)非洲聯(lián)盟《2063年議程》、聯(lián)合國2030年可持續(xù)發(fā)展議程以及非洲各國發(fā)展戰(zhàn)略相互對(duì)接，
We need to see to it that the Belt and Road Initiative and the AU Agenda 2063, the UN 2030 Agenda for Sustainable Development and the development programs of African countries better complement each other.
開拓新的合作空間，發(fā)掘新的合作潛力，在傳統(tǒng)優(yōu)勢(shì)領(lǐng)域深耕厚植，在新經(jīng)濟(jì)領(lǐng)域加快培育亮點(diǎn)。
With these efforts, we could expand areas of cooperation, unlock new cooperation potential, consolidate our traditional areas of cooperation, and foster new highlights of cooperation in the new economy.
第三，攜手打造幸福共享的中非命運(yùn)共同體。
Third, let us build a China-Africa community with a shared future that delivers happiness for all of us.
我們要把增進(jìn)民生福祉作為發(fā)展中非關(guān)系的出發(fā)點(diǎn)和落腳點(diǎn)。
Making lives better for our people is what we aim to achieve in growing China-Africa relations; so we need to make sure our cooperation delivers real benefits to us both in China and in Africa.
中非合作要給中非人民帶來看得見、摸得著的成果和實(shí)惠。
Mutual help and solidarity is what has defined China-Africa relations over the years.
長期以來，中非一直互幫互助、同舟共濟(jì)，中國將為非洲減貧發(fā)展、就業(yè)創(chuàng)收、安居樂業(yè)作出新的更大的努力。
Going forward, China will do more to help Africa alleviate poverty, pursue development, increase employment and income, and better the lives of its people.
第四，攜手打造文化共興的中非命運(yùn)共同體。
Fourth, let us build a China-Africa community with a shared future that enjoys cultural prosperity.
我們都為中非各自燦爛的文明而自豪，也愿為世界文明多樣化作出更大貢獻(xiàn)。
Both China and Africa are proud of our splendid civilizations, and we are both ready to make greater contributions to promoting cultural diversity in the world.
我們要促進(jìn)中非文明交流互鑒、交融共存，為彼此文明復(fù)興、文化進(jìn)步、文藝繁榮提供持久助力，為中非合作提供更深厚的精神滋養(yǎng)。
By enhancing exchanges, mutual learning and harmonious co-existence of our civilizations, we will inject lasting impetus into invigorating our civilizations and cultures, enriching our artistic creations, and provide rich cultural nourishment for China-Africa cooperation.
我們要擴(kuò)大文化藝術(shù)、教育體育、智庫媒體、婦女青年等各界人員交往，拉緊中非人民的情感紐帶。
With more people-to-people exchanges in culture and art, education, sports, and between our think tanks, the media, and women and young people, we will strengthen the bond between the people of China and Africa.
第五，攜手打造安全共筑的中非命運(yùn)共同體。
Fifth, let us build a China-Africa community with a shared future that enjoys common security.
歷經(jīng)磨難，方知和平可貴。
People that have gone through adversity value peace most.
中國主張共同、綜合、合作、可持續(xù)的新安全觀，
China champions a new vision of security featuring common, comprehensive, cooperative and sustainable security.
堅(jiān)定支持非洲國家和非洲聯(lián)盟等地區(qū)組織以非洲方式解決非洲問題，支持非洲落實(shí)“消弭槍聲的非洲”倡議。
We firmly support African countries and the African Union as well as other regional organizations in Africa in solving African issues in the African way, and we support the African initiative of "Silence the Guns in Africa".
中國愿為促進(jìn)非洲和平穩(wěn)定發(fā)揮建設(shè)性作用，支持非洲國家提升自主維穩(wěn)維和能力。
China is ready to play a constructive role in promoting peace and stability in Africa and will support African countries to strengthen their independent capacity for safeguarding stability and peace.
第六，攜手打造和諧共生的中非命運(yùn)共同體。
Sixth, let us build a China-Africa community with a shared future that promotes harmony between man and nature.
地球是人類唯一的家園。
The Earth is the only place which we mankind call home.
中國愿同非洲一道，倡導(dǎo)綠色、低碳、循環(huán)、可持續(xù)的發(fā)展方式，共同保護(hù)青山綠水和萬物生靈。
China will work with Africa to pursue green, low-carbon, circular and sustainable development and protect our lush mountains and lucid waters and all living beings on our planet.
中國愿同非洲加強(qiáng)在應(yīng)對(duì)氣候變化、應(yīng)用清潔能源、防控荒漠化和水土流失、保護(hù)野生動(dòng)植物等生態(tài)環(huán)保領(lǐng)域交流合作，
We will strengthen exchange and cooperation with Africa on climate change, clean energy, prevention and control of desertification and soil erosion, protection of wildlife and other areas of ecological and environmental preservation.
讓中國和非洲都成為人與自然和睦相處的美好家園。
Together, we could make China and Africa beautiful places for people to live in harmony with nature.
各位同事、女士們、先生們！
Dear Colleagues, Ladies and Gentlemen,
2015年中非合作論壇約翰內(nèi)斯堡峰會(huì)以來，中國全面落實(shí)約翰內(nèi)斯堡峰會(huì)上確定的中非“十大合作計(jì)劃”：
Since the 2015 FOCAC Johannesburg Summit, China has fully implemented the ten cooperation plans adopted at the Summit.
一大批鐵路、公路、機(jī)場、港口等基礎(chǔ)設(shè)施以及經(jīng)貿(mào)合作區(qū)陸續(xù)建成或在建設(shè)之中，
A large number of railway, highway, airport, port and other infrastructure projects as well as a number of economic and trade cooperation zones have been built or are under construction.
中非和平安全、科教文衛(wèi)、減貧惠民、民間交往等合作深入推進(jìn)，
Our cooperation on peace and security, science, education, culture, health, poverty reduction, and people-to-people interactions has deepened.
中國承諾提供的600億美元資金支持都已兌現(xiàn)或作出安排。
The US$60 billion financing pledged by China has been either delivered or arranged.
“十大合作計(jì)劃”給中非人民帶來豐碩成果，
These ten cooperation plans have brought huge benefits to the African and Chinese peoples.
展現(xiàn)了中非共同的創(chuàng)造力、凝聚力、行動(dòng)力，將中非全面戰(zhàn)略合作伙伴關(guān)系成功推向新的高度。
They have fully demonstrated the creativity, rallying power and efficiency of China-Africa cooperation, and lifted China-Africa comprehensive strategic and cooperative partnership to new heights.
中國愿以打造新時(shí)代更加緊密的中非命運(yùn)共同體為指引，在推進(jìn)中非“十大合作計(jì)劃”基礎(chǔ)上，同非洲國家密切配合，未來3年和今后一段時(shí)間重點(diǎn)實(shí)施“八大行動(dòng)”：
To build an even closer China-Africa community with a shared future in the new era, China will, on the basis of the ten cooperation plans already adopted, launch eight major initiatives in close collaboration with African countries in the next three years and beyond.
一是實(shí)施產(chǎn)業(yè)促進(jìn)行動(dòng)。
First, China will launch an industrial promotion initiative.
中國決定在華設(shè)立中國－非洲經(jīng)貿(mào)博覽會(huì)；鼓勵(lì)中國企業(yè)擴(kuò)大對(duì)非投資，在非洲新建和升級(jí)一批經(jīng)貿(mào)合作區(qū)；
We have decided to open a China-Africa economic and trade expo in China; we encourage Chinese companies to increase investment in Africa, and will build and upgrade a number of economic and trade cooperation zones in Africa.
支持非洲在2030年前基本實(shí)現(xiàn)糧食安全，同非洲一道制定并實(shí)施中非農(nóng)業(yè)現(xiàn)代化合作規(guī)劃和行動(dòng)計(jì)劃，
We will support Africa in achieving general food security by 2030, work with Africa to formulate and implement a program of action to promote China-Africa cooperation on agricultural modernization.

and will support countries in the Sahel region and those bordering the Gulf of Aden and the Gulf of Guinea in upholding security and combating terrorism in their regions.

A China-Africa peace and security forum will be established as a platform for conducting more exchanges in this area.

Fifty security assistance programs will be launched to advance China-Africa cooperation under the Belt and Road Initiative, and in areas of law and order, UN peacekeeping missions, fighting piracy and combating terrorism.
為推動(dòng)“八大行動(dòng)”順利實(shí)施，中國愿以政府援助、金融機(jī)構(gòu)和企業(yè)投融資等方式，向非洲提供600億美元支持，
To make sure that these eight initiatives are implemented on the ground, China will extend US$60 billion of financing to Africa in the form of government assistance as well as investment and financing by financial institutions and companies.
其中包括：提供150億美元的無償援助、無息貸款和優(yōu)惠貸款；提供200億美元的信貸資金額度；支持設(shè)立100億美元的中非開發(fā)性金融專項(xiàng)資金和50億美元的自非洲進(jìn)口貿(mào)易融資專項(xiàng)資金；
This will include US$15 billion of grants, interest-free loans and concessional loans, US$20 billion of credit lines, the setting up of a US$10 billion special fund for development financing and a US$5 billion special fund for financing imports from Africa.

We encourage Chinese companies to make at least US$10 billion of investment in Africa in the next three years.
同時(shí)，免除與中國有外交關(guān)系的非洲最不發(fā)達(dá)國家、重債窮國、內(nèi)陸發(fā)展中國家、小島嶼發(fā)展中國家截至2018年底到期未償還政府間無息貸款債務(wù)。
In addition, for those of Africa's least developed countries, heavily indebted and poor countries, landlocked developing countries and small island developing countries that have diplomatic relations with China, the debt they have incurred in the form of interest-free Chinese government loans due to mature by the end of 2018 will be exempted.

Many of the measures in the eight initiatives I just outlined are designed to help young people in Africa.
許多措施都著眼青年、培養(yǎng)青年、扶助青年，致力于為他們提供更多就業(yè)機(jī)會(huì)、更好發(fā)展空間。
These measures will provide young Africans with more training and job opportunities and open up more space for their development.
去年10月，我同南南合作與發(fā)展學(xué)院的留華學(xué)生互致書信，
Last October, I wrote back to the exchange students of the Institute of South-South Cooperation and Development.
他們中絕大多數(shù)來自非洲。
Most of them were from Africa.
我在信中勉勵(lì)他們堅(jiān)持學(xué)以致用，行遠(yuǎn)升高，積厚成器，為推動(dòng)中非合作和南南合作譜寫新篇章。
I encouraged them to make the best of what they have learned, aim high, and keep working hard to promote China-Africa cooperation and South-South cooperation. I believe they have new roles to play and new accomplishments to make in this regard.

我相信，只要中非友好的接力棒能夠在青年一代手中不斷相傳，中非命運(yùn)共同體就一定會(huì)更具生機(jī)活力，
